Huge strides have been made in many countries of the developingworld towards universal sanitation coverage, and the major factor behindthis progress has been Community-Led Total Sanitation or CLTS.CLTS is rooted in a model of community empowerment andmobilization, and has radically transformed global sanitation policy focusfrom toilet construction to the process of collective behaviour change. Ithas spread to more than 66 countries across Asia, Africa and Latin Americawhere more than 40 million people are now living in open defecation free(ODF) environments. CLTS has also been mainstreamed in the sanitationpolicies of more than 30 countries in these regions.
